Who does the Inspector General of Police serve?
The Malaysian Police services have improved lots over the last 10 years. Technology, practices and improvement on facilities for the police would play a role, just a thought.
The recent article on how the IGP is found guilty on charges on public misfeasance regarding shooting to death of a 14 year old boy is a great victory for the family of the deceased. However, an article from Malaysiakini reminded the public of how the police force lied and twisted facts and now are not accountable of their actions.

Who was this 14 year old?
His name is Aminulrasyid Amzah and in 2010 he was shot to death by a police with Heckler dan Koch HK MP 5. The car driven by the victim was reported to have been riddled with 32 bullets (or 21 bullets, depending on the articles). For some reason unknown, the 14 year old had decided not to stop and that led to a car chase (he is deceased). For some reason unknown the police decided that the driver was an armed suspect and considered themselves in some harm. Tan Sri Khalid Abu Bakar was then the Selangor Chief of Police, who happens to be the current Inspector General of Police.
Here are snippets of his story.
"Despite evidence showing that boy was shot at 21 times, his killer police corporal Jenain Subi was acquitted by the Malaysian High Court, thus showing biasness and unfair judgement towards the family. The Malaysian police have so far refused to apologise to Aminulrasyid's family, with the exception of corporal Jenain after his acquittal."

In 2013 another death Mohd Azrul Zulkifli
High handed tactics like kicking the bike off balance by police is totally unacceptable. Such practices have been heard over the years but lucky for the police, they were never published. In the case of Azrul, it resulted in death as the bike lost control.
How does the system keep the Malaysian Police in check? Considering they are public servants, and it is an institution to serve the public, what preventive measures are taken place for check and balance?
